National civil servants were placed in prefectures to handle certain affairs, such as social insurance and employment security, as specified by government ordinance. They were abolished with the enforcement of the Omnibus Law for Promoting Local Autonomy in 2000 (amendment of the Local Autonomy Law). Some agency-delegated affairs were assigned to employees with national civil servant status, rather than local civil servants, and were an exception to the basic system of national and local civil servants. The governor had the power to command and supervise, but the power to appoint them was the national government, and Article 8 of the Supplementary Provisions of the Local Autonomy Law before the amendment stipulated that they should be appointed "for the time being." From the perspective of the essence of local autonomy, their existence has long been problematic and they have been reduced. With the abolition of agency-delegated affairs following the amendment of the Local Autonomy Law, the affairs that local civil servants were engaged in became affairs that the national government directly executed, and social insurance-related civil servants became welfare civil servants, and employment security-related civil servants became labor civil servants.
