Katsura-Taft Memorandum

Japanese: 桂＝タフト協定 - かつら＝タフトきょうてい（英語表記）Taft-Katsura Memorandum

A secret memorandum exchanged in Tokyo on July 29, 1905 between Prime Minister Katsura Taro and Secretary of War W. Taft, special envoy of the US President. It contained three main points: (1) Japan would recognize the US's rule over the Philippines and would have no aggressive intentions toward the Philippines, (2) the maintenance of peace in the Far East should be based on an agreement between Japan, the US, and Great Britain, and (3) the US would recognize Japan's superior rule over Korea. It was created as a result of the combined desire of the US, which feared Japan would use Taiwan as a foothold to move south into the Philippines, and Japan, which wanted other countries to recognize its rule over Korea after the Russo-Japanese War.

1905年7月 29日，東京で桂太郎首相とアメリカ大統領特使 W.タフト陸軍長官との間で取りかわされた秘密覚え書。内容は，(1) 日本はアメリカのフィリピン統治を認め，フィリピンに対して侵略的意図をもたない，(2) 極東の平和維持は，日本，アメリカ，イギリス3国間の合意に基づいてはかられるべきこと，(3) アメリカは朝鮮に対する日本の優越支配を承認する，の3点を骨子とした。台湾を足場にフィリピンに対する日本の南下を危惧するアメリカと，日露戦争後の朝鮮支配を列国に認めさせたい日本の思惑が重なって成立した。
