A Protestant Christian leader during the Meiji and Taisho periods. Born in Kumamoto Prefecture as the eldest son of Yokoi Shonan, a politician during the Meiji Restoration period. He converted to Christianity at Kumamoto Foreign School along with Tokutomi Soho and others, and became a member of the Kumamoto Band. He studied at Tokyo Kaisei School and Doshisha English School, and engaged in Christian evangelism and pastoral work in Iyo, Imabari, and Hongo, Tokyo. He later became president of Doshisha. After resigning from his position, he served as Chief Cabinet Secretary of the Ministry of Communications, Editor-in-Chief of the Osaka Shimpo, consultant to the Ministry of Foreign Affairs, member of the House of Representatives, and chief editor of the Tokyo Mainichi Shimbun, and worked to establish correct journalism and politics from a Christian perspective. He also published the general magazine Jidai Shicho with Anesaki Masaharu, aiming to create a new national spirit with a global perspective. He took a liberal new theological stance, and his major work was The Christian Problem in Our Country (1894).
