Nicolson defines it as "a similarity of views and interests between certain nations, and an agreement of policy on certain issues, somewhere between an 'alliance' and a 'friendship,'" but it is generally used to describe a loose cooperative relationship between nations that is not based directly on a treaty, agreement, or arrangement. Sometimes it is used to refer to a cooperative relationship based on a treaty, but even in that case, it differs from an alliance in that the conditions for the obligation to assist are not clearly stated.
