In Turkish and Mongolian, it originally meant a group of people or a settlement. Later, it came to refer to a larger group of people, and meant a tribe, region, inhabitant, or country. In literature, the term ulus can be found in the Turkic inscription erected in 732, meaning "country." The term "universal Mongolian ulus" can also be found in the Genghis Khan inscription (1225), the oldest literary Mongolian document.
