A leader of the Mito clan's faction in the late Edo period. His given name was Haruaki, later called Asamichi. He was called Torajiro. His father was Yuki Harunori. He inherited 1,000 koku. He inherited the family headship at the age of six. In 1833 (Tenpo 4), he was a page, but was favored by the clan's lord, Tokugawa Nariaki. In 1836 (Tenpo 4), he became a young councilor, in 1837 (Tenpo 12), a member of the Cabinet Kaisei-kakari (police appointee), and in 1838 (regent). He represented the faction and opposed the reformists including regent Toda Chudayu. In 1844 (Koka 1), when the reformists including Nariaki were punished by the shogunate, he was not punished. The following year, he was promoted to the same rank as the head of the Oyori clan, but maintained real power. Following the improvement in relations between the shogunate's chief elder councilor Abe Masahiro and Tokugawa Nariaki, he retired in October 1837 (Tenpo 4) by order of the shogunate, and his family stipend of 500 koku was confiscated. In 1853, he was imprisoned for presenting a secret letter to the feudal lord, Tokugawa Yoshiatsu, in an attempt to restore the power of the faction, and in 1856, he was executed for attempting to assassinate the feudal lord.

幕末の水戸藩門閥派の巨頭。諱は晴朗,のちに朝道。寅寿と称す。父は結城晴徳。1000石。6歳で家督相続。天保4(1833)年小姓,藩主徳川斉昭に寵愛され,11年に若年寄,同12年に御勝手改正掛,同13年執政。門閥派を代表して執政戸田忠太夫ら改革派と対抗。弘化1(1844)年,斉昭ら改革派が幕府により処罰されたとき,処分されなかった。翌年,大寄合頭並になったが実権を維持。幕府老中首座阿部正弘と徳川斉昭の関係改善に従い,幕命により同4年10月,隠居,家禄500石召し上げ。門閥派の勢力回復を狙って嘉永6(1853)年に密書を藩主徳川慶篤に呈したために幽閉,安政3(1856)年,藩主暗殺未遂のかどで斬罪。
