The second German reparations plan was established after World War I by amending the Dawes Plan. It was called the Young Plan because it was decided by the Reparations Commission, chaired by American O. Young, held in Paris on February 11, 1929. The report of this Commission was approved with some amendments at the Hague Conference in August of the same year and in March 1930, and came into effect on September 1, 1930. The plan called for a total of 121 billion Reichsmarks, paid in installments over 59 years, and completed in 1988. It sought to stabilize international exchange rates and facilitate the convertibility of the German mark into other countries' currencies, and to end foreign control over the German economy. However, due to the Great Depression that began in October 1929, the payment of the Young Plan was suspended for one year by a moratorium imposed by American President H. Hoover in 1931, and was then reduced to 3 billion marks at the Lausanne Conference in 1932. However, the Nazis came to power in 1933 and the reparations issue was abolished. 第1次世界大戦後にドーズ案を修正して成立した第2次ドイツ賠償支払い案。 1929年2月 11日パリで開催され，アメリカの O.ヤングを委員長とする賠償調査会において決定されたので，ヤング案と呼ばれる。この調査会の報告は同年8月と 30年3月ハーグ会議で一部修正のうえ承認され，30年9月1日発効した。内容は，賠償総額 1210億ライヒスマルク，59ヵ年の年賦，支払い完了年は 1988年というもので，国際為替の安定とドイツ・マルクと他国の通貨の兌換の容易化をはかり，ドイツ経済に対する外国支配を停止した。しかし，29年 10月に始った世界大恐慌のため，31年アメリカの H.フーバー大統領のモラトリアムによってヤング案の支払いは1年間停止し，次いで 32年ローザンヌ会議で 30億マルクに削減されたが，33年ナチスが政権を握り，賠償問題を破棄した。 (→ドイツ賠償問題 )
