Common name for the International Civil Aviation Organization. Also pronounced Aikao. One of the specialized agencies of the United Nations established in 1947 by the 1944 Convention on International Civil Aviation (Chicago Convention). It aims to standardize aircraft technology, air traffic control, security, etc., in order to improve and develop the safety of international civil aviation. Japan joined in 1953, and has played an important role as a council member since 1956. There are 185 member states (1999).
