An agrarian ideologist from the Meiji to Showa periods. His name is pronounced "Nobuyoshi" and his pen name was Ganousei. He was born in Kanazawa, Ishikawa Prefecture. He attended the Fourth Higher School and then graduated from the College of Agriculture, Tokyo Imperial University. After serving as head teacher at agricultural schools in Fukushima Prefecture and Osaka Prefecture, he became the principal of Aichi Prefectural Agricultural and Forestry School in Anjo Village, Hekikai County, Aichi Prefecture (now Anjo City) in 1901 (Meiji 34). He also held the position of Director of the Agricultural Experiment Station of Aichi Prefecture. He felt a sense of crisis about the decline of agriculture and rural society, and after the Russo-Japanese War he published a plan to improve it, titled "Rural Self-Government," in "Research on Rural Self-Government" (1908). In 1920 (Taisho 9), he resigned from his public post in Aichi Prefecture and became the chief executive of the Imperial Agricultural Association. He conceived of "rural planning" to correspond to urban planning, and gave lectures throughout the country under the name of the "Koson Angya" (Pilgrimage for Revitalizing Villages). In 1928 (Showa 3), he became a member of the House of Representatives. During the Showa period, he advocated the "Farmer's Way" (Noumin-do), which explained the role that farmers should play in the nation. After World War II, he worked hard to realize the Aichi Irrigation System.
