Public relations is a communication activity that national and local government agencies undertake to gain public understanding and support by listening to the public's complaints, requests, opinions, etc. (gathering intelligence) and talking about the content and implementation of the policy. The term "government public relations" broadly includes both the activities of "public hearing," which refers to absorbing public opinion, and "public relations," which refers to speaking to public opinion (providing information). For example, "public relations and public hearing are like the two wheels of a car." In Japan, the term is derived from the American term Public Relations (PR), which was coined after World War II.
