A former town in Higashikubiki County in the southwest of Niigata Prefecture. It is located in the Higashikubiki Hills, with the Oguro River, a tributary of the Hokura River, flowing north. It is one of the snowiest areas in the prefecture, and rice is mainly grown on terraced fields on the slopes. It is a specialty of the town, with its Hyakusotan made from an extract of Phellodendron bark. There is a ski resort at the northern foot of Mt. Hishigatake in the south. In January 2005, it was incorporated into Joetsu City along with the villages of Urakawara, Oshima, and Maki in Higashikubiki County, the towns of Kakizaki, Ogata, Yoshikawa, Itakura, Kiyosato, Kubiki, Nakago, and Miwa in Nakakubiki County, and the town of Nadachi in Nishikubiki County.
