A weekly newspaper in the Russian Federation. It was first published in 1930 by the Union of Soviet Organizations for Cultural and Friendship with Foreign Countries and the Novosti News Agency as a public relations paper for foreigners, but since 1986-87 during the perestroika period, it has played a key role in promoting glasnost. The Russian edition is called Moskovskie Novosti. It has also published articles by Ambartsumov, who highly praised the shift to the NEP as a necessary flexibility for today's system reform, arguments by R. Pipes, an American hard-liner against the Soviet Union, and open letters by exiles such as Lyubimov expressing skepticism about perestroika.
