A finance bureaucrat during the Meiji and Taisho periods. The eldest son of the bannerman Megada Kosuke. He entered Daigaku Nanko in 1870, studied in America six months later, and graduated from Harvard Law School in 1882. After returning to Japan, he worked as a lawyer, including as an attorney at the U.S. Consular Court in Yokohama, and in 1883 he became a judge at the Yokohama Court. In 1883 he joined the Ministry of Finance, and in 1891 he became head of the Yokohama Customs House, and in 1892 he became director of the Tax Bureau. Over the next ten years he worked to increase tax revenue and develop a modern tax system, supporting the national finances, which had expanded rapidly after the Sino-Japanese War (1894-1895), from the tax side. From 1904 to 1910 he served as financial advisor and financial auditor for Korea, where he led the reform of Korea's financial and monetary system. In 1904 he was appointed member of the House of Peers by Imperial Appointment. In 1907 he was made a baron. 明治大正期の大蔵官僚。旗本目賀田幸助の長男。明治3(1870)年大学南校入学,半年後にアメリカに留学,7年ハーバード大学法学部卒業。帰国後,横浜米国領事裁判所代言人など法律家として活動し,14年横浜裁判所判事。16年大蔵省に入り,24年横浜税関長,27年主税局長。以後10年間にわたり税収の増加と近代的税制の整備に努め,日清戦争(1894～95)後急膨張する国家財政を租税面から支えた。1904年から1910年まで韓国財政顧問,同財政監査長官を務め,韓国の財政金融制度の改革を指導した。明治37年勅選貴族院議員。40年男爵。大正12(1923)年枢密顧問官。<参考文献>松木重威『男爵目賀田種太郎』
