A city in southern Hokkaido facing the Pacific Ocean. Incorporated as a city in 1922. Location of the Iburi Comprehensive Development Bureau. A heavy industrial city with a port on the Etomo Peninsula, it developed as a coal shipping port for the Ishikari coalfields after the opening of the Hokkaido Colliery Railway (now the Muroran Main Line) in the mid-Meiji period. Later, iron and steel factories were established and it became a military industrial city. The Do-o Expressway runs through the city. Its manufacturing shipments of 568.3 billion yen (2003) rank third in Hokkaido. In addition to the Nippon Steel Corporation in Wanishi and the Japan Steel Works in Bokoi, there are also cement, shipbuilding, machinery, petroleum, and chemical factories. The port is a large, natural, and good harbor, and was designated a specific important port in 1965. Iron ore, lumber, and newsprint are shipped, and iron ore, coke, and petroleum are imported. The city area spreads out over the hills of the Etomo Peninsula, as well as towards Honwanishi and Washibetsu. There are scenic spots such as Cape Chikyu (Cape Chikyu). Area: 80.88 km2 . Population: 94,535 (2010).

北海道南部,太平洋に面する市。1922年市制。胆振(いぶり)総合振興局所在地。絵鞆(えとも)半島に抱えられた港湾をもつ重工業都市で,明治中期の北海道炭礦鉄道(現室蘭本線)開通後石狩炭田の石炭の積出港として発展。その後製鉄・製鋼工場が設けられ,軍需工業都市となった。道央自動車道が通じる。製造品出荷額は5683億円(2003)で道内3位,輪西の新日本製鐵,母恋(ぼこい)の日本製鋼所の両工場のほか,セメント,造船,機械,石油,化学の諸工場もある。港は広く天然の良港で,1965年特定重要港湾に指定され,鉄鉱,木材,新聞用紙を積み出し,鉄鉱石,コークス,石油を輸入している。市街地は絵鞆半島の丘陵や本輪西,鷲別(わしべつ)方面に広がる。チキウ岬(地球岬)などの景勝地がある。80.88km2。9万4535人(2010)。
