An Ottoman politician and a promoter of the Tanzimat movement. His talents were recognized and he was highly valued by Sultan Mahmud II (reigned 1808-39), who appointed him as ambassador to Paris and London, and later as foreign minister from 1834 onwards. When Abdülmecid I ascended to the throne, he explained to the Sultan the need for Westernisation reforms, drafted the Tanzimat Edict, and promulgated it in October 1839. He continued to hold important posts such as foreign minister and grand vizier, and worked hard to westernise the Ottoman Empire. He also attended the Paris Peace Conference as a plenipotentiary representative after the Crimean War, leading the Ottoman Empire in both domestic and foreign affairs.

オスマン帝国の政治家。タンジマートの推進者。スルタン，マフムト2世(在位1808‐39)にその才能を認められて重用され，1834年以後は，パリおよびロンドンの駐在大使，さらには外務大臣を歴任した。アブデュルメジト1世が即位すると，西欧化改革の必要性をスルタンに説き，タンジマート勅令を起草して，39年10月にそれを公布した。以後，外務大臣，大宰相などの要職を占め続け，オスマン帝国の西欧化に努力するとともに，クリミア戦争後のパリ講和会議にも全権代表として出席し，内政･外交両面でオスマン帝国をリードしていった。
