1800‐58 An Ottoman politician and a promoter of the Tanzimat movement. His talents were recognized and he was highly valued by Sultan Mahmud II (reigned 1808-39), who appointed him as ambassador to Paris and London, and later as foreign minister from 1834 onwards. When Abdülmecid I ascended to the throne, he explained to the Sultan the need for Westernisation reforms, drafted the Tanzimat Edict, and promulgated it in October 1839. He continued to hold important posts such as foreign minister and grand vizier, and worked hard to westernise the Ottoman Empire. He also attended the Paris Peace Conference as a plenipotentiary representative after the Crimean War, leading the Ottoman Empire in both domestic and foreign affairs.
