A British colonial administrator. He joined the army and participated in the Russo-Turkish War, and in wars in Afghanistan, Egypt, Canada, and elsewhere. He served as Governor-General of Canada (1898-1904) and then Viceroy of India (1905-1910). He succeeded his predecessor Curzon's policy of partitioning Bengal, which led to a large-scale anti-British movement in India. While he suppressed the movement by restricting newspapers and weapons, he supported pro-British moderate groups and lent his support to the formation of the Muslim League. In 1909, he worked with Morley, the Secretary of State for India, to implement the Morley-Minto Reforms, which included expanding the Legislative Council and adopting an electoral system.
