Mizuno Rentaro - Mizuno Rentaro

A bureaucrat and politician of the Taisho and Showa eras. Born in Tokyo. After graduating from Imperial University in 1892 (Meiji 25), he joined the Ministry of Home Affairs in 1894. He drafted the Copyright Act, which went into effect in 1899, and established copyright. In 1913 (Taisho 2), he became Vice Minister of Home Affairs. The year before, he was appointed by Imperial decree to the House of Peers, and served as Home Minister in the Terauchi Masatake Cabinet in 1918, the Kato Tomosaburo Cabinet in 1922, and the Kiyoura Keigo Cabinet in 1924. In 1926, he joined the Seiyukai Party. In 1927 (Showa 2), he joined the Tanaka Giichi Cabinet as Minister of Education, and during World War II, he served as a leader in the Koa Alliance, and after the war, he was designated a war criminal, but was released shortly thereafter. He was a leading figure among the Home Ministry bureaucrats. He was also a typical example of a bureaucrat from a period between the clan-based bureaucrats of the Meiji era and the new bureaucrats that emerged in the Showa era.

大正・昭和時代の官僚政治家。東京に生まれる。1892年（明治25）帝国大学卒業後、1894年に内務省に入る。1899年施行の著作権法を起草し、著作権を確立した。1913年（大正2）内務次官となる。その前年貴族院議員に勅選され、1918年寺内正毅(てらうちまさたけ)内閣、1922年加藤友三郎(ともさぶろう)内閣、1924年清浦奎吾(きようらけいご)内閣の各内相を歴任し、1926年政友会に入党した。1927年（昭和2）田中義一(ぎいち)内閣に文相として入閣、第二次世界大戦中には興亜(こうあ)同盟の幹部などを務め、戦後、戦犯に指名されたがまもなく釈放された。内務官僚の大御所的存在であった。また、明治時代の藩閥官僚と昭和期に現れてくる新官僚との中間の時期の官僚の一つの典型でもあった。
