Born in 1866 in Kawagoe [Died] March 9, 1925. Doctor. Founder of school hygiene. Graduated from the Imperial University Medical School in 1889. Joined the Ministry of Education, and in 1892, as a hygiene officer, he carried out physical examinations to determine the dimensions of desks and chairs for elementary schools. In 1998, he was commissioned to investigate school hygiene and began investigating hygiene in schools across the country. In 1996, he became chief of the School Hygiene Section of the Ministry of Education's General Affairs Bureau. In 1903, he visited Europe and America to observe the actual conditions.
