A feudal lord in the early Edo period. The eldest son of Toda Tadamasa. In October 1657, he inherited the former domain and became the lord of Tanimura Domain in Kai Province (Yamanashi Prefecture) with a fief of 18,000 koku. He was stationed in the Karasuma room. In July 1677, he was appointed as a soshaban (a representative of the clan), and later served as the magistrate of temples and shrines (1681) and as a young councilor (October 1682), before serving as a senior councilor from October 1699 to August 1707, where he assisted the reign of the fifth shogun, Tokugawa Tsunayoshi. His fief was repeatedly increased in years 4, 7, and 13, and in December 1711, he was granted an additional 10,000 koku, and was transferred to Kawagoe in Musashi Province (Saitama Prefecture) (50,000 koku), and in December 1711, he was granted an additional 10,000 koku, giving him a total fief of 60,000 koku. During his time as the Tanimura Domain, he focused on flood control and industrial development, and promoted weaving in the Gunnai area, and is said to be a wise leader who restored the Akimoto clan. On the other hand, he implemented measures to strengthen exploitation, which led to petitions from the domain's residents for tax cuts from 1666 onwards, and in 1681 an uprising broke out. During his time as the Kawagoe Domain, he also implemented industrial development measures, and there were notable developments in the production of silk fabrics, Kawagoe sash cloth and Kawagoe Taira.

江戸前期の大名。戸田忠昌の長男。明暦3(1657)年10月遺領を襲い,甲斐国(山梨県)谷村藩1万8000石の藩主となる。雁の間詰め。延宝5(1677)年7月奏者番となり,以後寺社奉行兼帯(1681年),若年寄(1682年10月)を経て元禄12(1699)年10月から宝永4(1707)年8月まで老中として5代将軍徳川綱吉の治世を助けた。所領は元禄4年,7年,13年と度々加増され,宝永1年12月には1万石加増のうえ,武蔵国川越(埼玉県)へ転封(5万石),正徳1(1711)年12月1万石加増され,計6万石を領した。谷村藩時代,治水,殖産策に力を注ぎ,郡内織を盛んにするなど,秋元家中興の英主といわれる。その反面,収奪強化策を展開したため,寛文6(1666)年以降,減租を求める領民の嘆願が続き,天和1(1681)年に至り一揆が起こっている。川越藩時代も殖産策を展開,絹織物,川越斜子,川越平の生産発展にみるべきものがあった。
