Naoki Hoshino

Bureaucrat and politician. Born in Yokohama. After graduating from the Department of Political Science at Tokyo Imperial University in 1917 (Taisho 6), he joined the Ministry of Finance. In 1932 (Showa 7), he became an official in Manchukuo, and in 1937, he became Chief Secretary of the State Council. During his term, he was one of the "Niki Sansuke" (Second Three), along with Tojo Hideki, Aikawa Yoshisuke, Kishi Nobusuke, and Matsuoka Yosuke, and had a great influence on the administration of Manchukuo. In 1940, he became Minister of State and President of the Planning Board in the second Konoe Fumimaro cabinet, and in 1941, he became Chief Cabinet Secretary in the Tojo cabinet. After World War II, he was sentenced to life imprisonment at the International Military Tribunal for the Far East as a Class A war criminal, but was released in 1955 (Showa 30). He served as president of Tokyu Hotel International and Asahi Shipping Company. His books include "Unfulfilled Dreams," "Personal Theory on the Interior and Exterior," and "The Times and Myself."

官僚、政治家。横浜生まれ。1917年（大正6）東京帝国大学政治学科卒業後、大蔵省に入る。1932年（昭和7）「満州国」官吏となり、1937年国務院総務長官となる。在任中は東条英機(とうじょうひでき)、鮎川義介(あいかわよしすけ)、岸信介(きしのぶすけ)、松岡洋右(まつおかようすけ)とともに「二キ三スケ」の一人として「満州国」運営に大きな影響力をもった。1940年第二次近衛文麿(このえふみまろ)内閣の国務大臣兼企画院総裁、1941年東条内閣内閣書記官長となる。第二次世界大戦後、A級戦犯として極東国際軍事裁判で終身刑となるが1955年（昭和30）釈放される。東急国際ホテル社長、旭(あさひ)海運会社社長などを歴任した。著書に『見果てぬ夢』『内外私論』『時代と自分』などがある。
