A practitioner of education for intellectually disabled children. Born in Tottori City. Graduated from the Department of Philosophy, Faculty of Letters, Kyoto Imperial University. Worked at the Shiga Prefectural Office. Founded the Prefectural Omi Gakuen in 1946 (Showa 21), and worked hard to establish Biwako Gakuen in 1963, playing a leading and pioneering role in the welfare and education of intellectually disabled children. He had an extremely unique view of caring for and educating children with physical and mental disabilities, and his appeal to "make these children the light of the world" was a highly influential view of education that placed disabled children at the center, as well as his deep knowledge of religious thought and welfare. He is the author of works such as "Ideas for Welfare" and "Make These Children the Light of the World," and a collection of his works has also been published. He was awarded the Asahi Prize in 1963.
