This term has two meanings. In the first sense, the reservation of law, a translation of the German Vorbehalt des Gesetzes, refers to the principle that the exercise of administrative power must be based on legal grounds. In the second sense, a translation of the German Gesetzesvorbehalt, it means that the protection of rights is only legal when the constitution that protects them provides that these rights can be restricted or violated by law.
