Social insurance is a mandatory insurance that is implemented by the government by setting the conditions for contributions and benefits through legislation, but its direct operation is often left to independent insurers. In such cases, each insurer, if financially permitted, can independently determine the needs of the insured and provide benefits other than the minimum necessary benefits set out by law. When this is permitted, the benefits that are left to the insurer's discretion within a certain range are called non-statutory benefits, in contrast to the statutory benefits that the government requires all insurers to provide.
