Hōgen Shinsei

Japanese: 保元新制 - ほうげんしんせい

The new system of court nobles was issued by Emperor Goshirakawa in leap September of the first year of the Hogen era (1156) and in October of the following year (1157) after the Hogen Rebellion. The first year's code included provisions for the control of temples and shrines, such as the prohibition of the establishment of new manors after the emperor's accession in 1155 and other manor consolidation, and the cessation of the rampant activities of jinin (divine servants) and evil monks, emphasizing the emperor's role as ruler of the entire country.
