Born: March 5, 1879, Rangpur [Died] March 16, 1963. Oxford. British jurist and economist born in India. After graduating from Oxford University, he became a lawyer, but in 1903 he became deputy director of Toynbee Hall, where he studied social and unemployment problems, and also wrote editorials for the Morning Post. In 1908 he joined the Board of Trade, where he worked hard to implement national insurance and to improve the systems required for it. From 1919 he served as president of the London School of Economics for 18 years, and was involved in various government committees. In 1937 he was elected provost of University College, Oxford, and in 1942 he compiled the so-called "Beveridge Report" as chairman of the committee on the general adjustment of social insurance.
