When the "Cold War" that followed World War II gave rise to the Korean War in 1950, the Second World Conference for the Defense of Peace called on all nations to enact laws to defend peace, which would punish war propaganda. In response, socialist countries enacted a succession of peace defense laws between 1950 and 1951. In the Soviet Union, the "Law on the Defense of Peace" was enacted on March 12, 1951, which stated that war propaganda in any form destroys the cause of peace and creates the threat of a new war, and is therefore a grave crime against humanity, and stipulated that those responsible for war propaganda must be brought before a court and tried as criminals with the most serious criminal record.
