Born in the 7th year of the reign of Empress Jitō. Grandson of Emperor Tenmu. Prince of Nagano. Originally called King Chinu (Chinnu). In the 4th year of Tenpyō Shōhō, he was given the clan name of Fumimura Mahito, and in the first year of Tenpyō Hōji, he became a councillor. He was promoted to Gyotaifu (Dainagon) and Junior Second Rank. After the death of Emperor Shōtoku, he was recommended to become Crown Prince, but he firmly refused.
