In the Heian and Kamakura periods, imperial edicts were issued by the Imperial Court to arrest serious criminals. Most of them concerned the pursuit of evil monks, but they were also issued for crimes committed by laypeople. The document format was not necessarily in the form of a so-called imperial edict, and it is believed that orders to pursue criminals were issued by official edicts when issued to various provinces, and by imperial edicts when issued to the Kebiishicho and other authorities. The examples found in the Kanchu-ki and Rinji-sho are in the form of oral edicts or oral edict proposals, so it is believed that oral edict proposals were issued to the Kamakura shogunate or Rokuhara Tandai during the Kamakura period. 平安・鎌倉時代,朝廷が重罪人を捕らえさせるため発した宣旨。主として悪僧の追捕(ついぶ)に関するものが多いが,俗人の犯罪についても下されている。その文書様式は,いわゆる宣旨様式とは限らず,諸国へ下す場合は,官宣旨により,検非違使庁等へは宣旨によって,追捕命令を下したと思われる。《勘仲記》や《綸旨抄》等に載る実例は口宣(くぜん)あるいは口宣案の形をしているので,鎌倉時代には口宣案をもって鎌倉幕府ないし六波羅探題に下されたものと考えられる。
