A nobleman in the early Heian period. Son of Toyohiko (also known as Toyotomo) and the daughter of Otomo no Naganushi. He served as Dazai no Daini and Tinbukyo, and was known as a "political official" for his abilities, and it is said that all of his proposals were adopted. When the invasion of Silla became an issue during the Jogan era (859-877), he proposed the installation and training of beacons (communication equipment to warn of enemy attacks) within the jurisdiction of Dazaifu, and in 879, as a solution to the national (central) financial crisis, he proposed the establishment of vast government fields of 4,000 cho (10,000 hectares) in five provinces within the Kinai region (Gangei government fields). Warehouses were needed to store the harvested rice, and for this reason the layout of Heian-kyo was revised from the Fujiwara-kyo type to the Kitakake type. He took dew bee-bo and sophora japonica, and it is said that he was healthy and had not a single gray hair even after turning 80.

平安前期の公卿。豊彦(豊伴とも)と大伴永主の娘の子。大宰大弐,民部卿などを歴任,その有能ぶりは「吏幹」と称され,上奏した意見はことごとく採用されたという。貞観年間(859～877)新羅の来襲が問題化したとき,大宰府管内に烽燧(敵の来襲を知らせる通信設備)を設置して訓練することなどを提言,元慶3(879)年には,国家(中央)財政危機の打開策として畿内5カ国に4000町歩もの広大な官田の設定(元慶官田)を提案した。その収穫稲の保管用倉庫が必要となり,そのため平安京の平面構成が藤原京型から北闕型へ手直しされることとなった。露蜂房や槐子を服用し,80歳をすぎても元気で白髪一本なかったという。
