He was a nobleman in the late Heian period. His father was Tajima no Kami Takakata, and his mother was the daughter of Uemon Gonnosuke Yukichika. He served as Goi no Kurodo, Sa Shoben, Shurigon no Daibu, and other positions, and in 1107 (Kasho 2) he became Kurodo no To and Kura no Kami of Emperor Toba. In 1111 (Ten'ei 2), he was promoted to Sanmi (Junior Third Rank). During this time, he also served as the head of the Shirakawa Incho office and the head of the Morozane and Moromichi clans of the Sekkanke clan, and both the Imperial family and the Sekkanke clan placed great trust in his outstanding practical abilities. He built the foundation for the prosperity of the Kanshuji lineage of the Fujiwara clan, and Tamefusa's line came to monopolise the position of head of the line. His descendants were divided into the Yoshida, Kanroji, Seikanji, and Bojo families. His diary, "Tamefusa Kyoki," has survived from 1071 (Enkyu 3), when he became a sixth-rank Kurodo, until 1114 (Eikyu 2), with intermittent extant writings. He wrote ceremonial books such as "Senshu Hisho," "Kanshu Sho," and "Shozoku Sho."

平安後期の公卿。父は但馬守隆方(たかかた)、母は右衛門権佐(うえもんのごんのすけ)平行親(ゆきちか)の女(むすめ)。五位蔵人(ごいのくろうど)、左少弁、修理権大夫(しゅりのごんのだいぶ)などを歴任し、1107年(嘉承2)鳥羽天皇の蔵人頭(くろうどのとう)兼内蔵頭(くらのかみ)となる。1111年(天永2)参議、1113年(永久1)には従三位に叙せられた。この間、白河院院庁別当、摂関家の師実(もろざね)・師通(もろみち)の家司(けいし)も務めるなど、天皇家・摂関家ともにその抜群な実務能力に大きな信頼を寄せた。勧修寺(かじゅうじ)流藤原氏繁栄の基礎を築き、同流長者も為房の系統が独占することになる。子孫は吉田・甘露寺(かんろじ)・清閑寺(せいかんじ)・坊城(ぼうじょう)などの家に分かれた。日記『為房卿記』は六位蔵人となった1071年(延久3)から断続的に1114年(永久2)まで現存する。『撰集秘抄』『貫首抄』『装束抄』などの儀式書を著した。
