A nobleman in the early Heian period. The eldest son of councilor Kaedemaro and the daughter of Minister of the Interior Yoshitsugu. Grandson of Yoshifusa. Since becoming Mino no Suke in 779, he served as local officials such as Bitchu no Kami, Aki no Kami, Bungo no Kami, and Yamato no Kami for 20 years. Due to his conscientious administration, he was said to be a good official, "who was called a good official. The peasants mourned him, or built shrines for him" (Kugyo Bunin). Later, in May 806, he became a Sanyo road inspector, and it was due to these experiences that he proposed limiting the entry of kokushi into Kyoto to help the peasants who were struggling to receive hospitality on their travels. During the Saga era, he was promoted to Dainagon and then Udaijin, and demonstrated his administrative skills. Many of his reform proposals, such as lowering the interest rate on tax payments and reviewing the gunji system, are included in "Seijyo Yoraku" and other works. He was one of the editors of "Shinsen Shojiroku."

平安前期の公卿。参議楓麻呂と内大臣良継の娘の長男。良房の孫。宝亀10(779)年に美濃介となって以来,20年にわたり備中守,安芸守,豊後守,大和守などの地方官を歴任。良心的な施政により,「皆良吏の称あり。百姓追慕,或いは祠を立つ」(『公卿補任』)といわれた良吏。のち大同1(806)年5月,山陽道観察使となり往還の接待に苦しむ百姓のために国司入京の制限を提案したのもそうした体験による。嵯峨朝では大納言,次いで右大臣に昇進して行政的手腕を発揮,出挙利率の引き下げや郡司制度の見直しを図るなど園人ならではの改革案が『政事要略』などに数多く収められている。『新撰姓氏録』の編者のひとり。
