Politician. Born on January 14, 1905 in Kaneko-cho, Gunma-gun, Gunma Prefecture (now Takasaki City). Graduated from the Faculty of Law at Tokyo Imperial University and joined the Ministry of Finance. Became Director-General of the Budget Bureau in 1947, but retired the following year in 1948 due to his involvement in the Showa Denko Scandal. He later entered politics and was elected in the 1952 general election, and was elected every year thereafter. He worked with Kishi Nobusuke, and in 1959 he served as Secretary-General of the LDP and Minister of Agriculture under the Kishi Cabinet. He made a major contribution to the birth of the Sato Eisaku administration, and as a result of his work he became Minister of Finance in 1965 under the Sato Cabinet, and also served as Secretary-General of the LDP and Minister of Foreign Affairs. He was seen as Sato's successor, but lost to Tanaka Kakuei in the 1972 LDP presidential election. Apart from joining the Cabinet as Minister of Finance in 1973, he was consistently at the center of Tanaka's criticism. He became Prime Minister in 1976 and achieved some success in diplomacy, but his failure to revive the economy and his hawkish stance drew backlash, and he lost to Masayoshi Ohira in the 1978 presidential primary election and resigned. He followed in the footsteps of Kishi and was a member of the pro-Taiwan group, leaning to the right among mainstream conservatives. He also called himself "Fukuda of the economy" and had many supporters in the mainstream business world. [Satoru Ito] He retired from politics in 1990.
