In 1949, in the process of bringing inflation under control based on the Nine Economic Principles, the struggle of the National Railway Workers' Union (Kokuro) was seen as the turning point in a series of disputes over mass layoffs in public offices and the private sector. The Administrative Agency Personnel Quota Law, which stipulated the retrenchment of approximately 170,000 public employees (approximately 230,000 in terms of full-time positions), including 95,000 at the National Railways, was passed by the Diet at the end of May 1949. The struggle at the National Railways began in earnest shortly thereafter with the National Railways Strike and the People's Electric Railway Incident, in opposition to the "New Police Box System" which would lead to staff cuts. 1949年,経済九原則に基づくインフレ収束の過程で,大量解雇をめぐって争われた官公庁および民間における一連の争議の天王山と目された国労(国鉄労働組合)の闘争。国鉄9.5万人を含め実質約17万人(定員では約23万人)もの官公職員の整理を定めた行政機関職員定員法は,49年5月末に国会を通過した。国鉄における闘争は,その直後,定員削減につながる〈新交番制〉に反対する国電ストと人民電車事件によって本格的に開始された。
