The non-contributory national pension was established when the National Pension Law was enacted in 1959. Provided that income is below a certain amount, the pension system pays out of the national treasury without collecting insurance premiums to the elderly, disabled, widowed single-parent families, etc., and included the Old Age Welfare Pension, Disability Welfare Pension, Mother and Child Welfare Pension, and Quasi-Mother and Child Welfare Pension. With the revision of the law in 1986, the Disability Welfare Pension was changed to the Disability Basic Pension, and the Mother and Child Welfare Pension and Quasi-Mother and Child Welfare Pension were changed to the Survivors Basic Pension.

昭和34年（1959）に国民年金法が制定された際に設けられた無拠出制の国民年金。所得が一定額以下であることを条件として、高齢者、障害者、配偶者と死別した母子家庭などを対象に、保険料を徴収せず国庫負担で年金を給付するもので、老齢福祉年金・障害福祉年金・母子福祉年金・準母子福祉年金があった。昭和61年（1986）の法改正により、障害福祉年金は障害基礎年金、母子福祉年金・準母子福祉年金は遺族基礎年金に切り替えられた。
