Written by Huang Liuhong of the Qing Dynasty, China. 32 volumes. Completed in 1694 (the 33rd year of the Kangxi era). The author, who served as a county magistrate in various regions, describes the rules of conduct for low-ranking local officials in their posts, making use of his experience. In China, there have been many guidebooks written by officials on political matters since the Song Dynasty's Zhouxian Digang, including the Tiantai Zhilue, Saji Yaoyan, and Zizhi Xinshu in the Qing Dynasty alone. This book is one of the most representative, and describes the rules of conduct for county magistrates from the time they take up their posts until they leave, covering important matters of local administration such as taxation, protection of the government, trials, and rough governance. It is an indispensable and important resource for understanding the actual political and economic conditions at the grassroots level.

中国，清の黄六鴻著。32巻。1694年(康熙33)成る。著者が各地の知県(県知事)を歴任した経験を生かして，下級地方官の任地における執務心得を述べている。中国では〈官箴（かんしん）〉といって，宋代の《州県提綱》以降，官吏の政治的心得を説いた指導書がいくつも作られ，清代だけでも《天台治略》《佐治薬言》《資治新書》等数多くあるが，本書はその中でも代表的なもので，地方行政の重要事項たとえば徴税，保甲，裁判，荒政などの処置について，知県の就任から離任までの心得を記しているので，地方末端の政治経済の実情を知るには欠くべからざる重要資料である。
