Born: September 13, 1902, Duisburg Died: August 13, 1974. Heidelberg. German legal scholar. Studied under C. Schmidt at the University of Bonn, and was a professor of public law since 1933. Under the Nazi regime, he advocated the distinction between infringing administration and providing administration, created the concept of survival consideration, and influenced Japanese administrative law. He was Chief Justice of the Supreme Court of the Constitution from 1960 to 1963, and retired from his position as professor of law at the University of Heidelberg in 1967 to teach the next generation of scholars. His main work was Lehrbuch des Verwaltungsrechts (Textbook on Administrative Law) (1949).
