This culture flourished in the late Heian period, centered around present-day Hiraizumi, which was under the control of the Oshu Fujiwara clan. It is said to have begun when Fujiwara Kiyohira moved his base here from Esashi County during the Kaho era (1094-96). Kiyohira built Chuson-ji Temple, Motohira built Motsu-ji Temple, and Hidehira built Muryoko-in Temple, and the lavish grandeur of these temples was comparable to Fujiwara Michinaga's Hojo-ji Temple and Yorimichi's Byodo-in Temple, and it was said to be a true recreation of paradise on earth. Today, in addition to the original buildings and historical sites such as Chuson-ji's Golden Hall, sutra repository, and Motsu-ji garden, many other relics remain, including Buddhist statues, paintings, crafts, and sutra scrolls.
