He was the lord of Takasaki Domain in Kozuke Province (Takasaki City, Gunma Prefecture) in the early Edo period. He was born in Mikawa Province (Aichi Prefecture). His father was Mokusuke Motoyoshi, and Naotsugu was his elder brother. He was commonly known as Hikojuro or Gozaemon, and was appointed as the governor of Tsushima. He initially served Tokugawa Ieyasu, but in the Battle of Sekigahara in 1600, he was assigned to Tokugawa Hidetada and participated in the siege of Ueda Castle in Shinano Province. In the 16th year of the same year, he joined the ranks of the Edo Shogunate's kaban (senior councilors) as a close aide to Hidetada, and the following year, he was granted an additional 10,000 koku in Shimousa Province, becoming a daimyo with a fief of 16,600 koku. When Fukushima Masanori was demoted in 1619, he was in charge of receiving Hiroshima Castle, and in the same year he moved to Takasaki in Kozuke Province and was given a fief of 56,600 koku. He is also said to have saved the Fukuoka Domain in Chikuzen Province from abolition by using his ingenuity, when he was building warships.

江戸時代前期の上野国高崎藩(群馬県高崎市)藩主。三河国(愛知県)生まれ。父は杢助基能,直次は兄。通称は彦十郎,五左衛門,対馬守に任ぜられる。はじめ徳川家康に仕えたが,慶長5(1600)年の関ケ原の戦では徳川秀忠に付けられ信濃国上田城攻めに参加。同16年秀忠の側近として江戸幕府の加判の列(老中)に加わり,翌17年下総国内に1万石を加増され1万6600石を領し大名となる。元和5(1619)年福島正則改易の際には広島城受け取りの任に当たり,同年上野国高崎に移り5万6600石を領す。また,軍船を建造中であった筑前国福岡藩の取り潰しを機転により救ったといわれている。
