A human trafficker is someone whose occupation is human trafficking. After 1178 (Jisho 2), the Imperial Court stated that the capital was filled with people who kidnapped and sold people, and repeatedly ordered various provinces to detain them. However, after 1197 (Kenkyu 8), the Kamakura Shogunate also repeatedly banned human trafficking under Imperial Court law. The rampant practice of human traffickers who kidnapped people and sold them in border areas became so rampant that it caused social unrest. 人身売買を業とする者,人商人(ひとあきびと)。朝廷は,1178年(治承2)以降,人を勾引して売る者が京畿に充満すると述べ,その拘禁をくりかえし諸国に命じたが,鎌倉幕府も97年(建久8)以降朝廷法をうけて人売買の禁止をくりかえした。人を誘拐し辺境地域に売る人商人の横行がひどくなり,社会不安となったのである。鎌倉幕府はその禁制を厳にし,人商人にはその面に火印をおし,さらに盗賊に準じて断罪することになる。
