This report was submitted to the World Bank Annual Meeting in October 1969 by the International Development Committee (commonly known as the Pearson Committee), chaired by former Canadian Prime Minister L. Pearson, and commissioned by World Bank President McNamara. Its official title was Partners in Development. It outlined ideas on economic development and aid, summarized aid to developing countries in the 1960s, and made 68 recommendations for new aid in the 1970s. It had limitations, such as interpreting the North-South problem as an economic development problem and seeking to resolve it within the framework of the existing international economic system.

マクナマラ国際復興開発銀行 (世界銀行) 総裁の委嘱を受けた L.ピアソン元カナダ首相を委員長とする国際開発委員会 (通称ピアソン委員会) が，1969年 10月の世界銀行年次総会に提出した報告書。正式には『開発におけるパートナー』 Partners in Development (邦訳『開発と援助の構造－ピアソン委員会報告』) 。経済開発と援助に関する理念を述べ，1960年代の発展途上国に対する援助を総括し，70年代における新しい援助に対して 68項目に及ぶ勧告を行なっている。基本的には南北問題を経済開発問題と解釈し，既存の国際経済体制の枠内でその解決を目指していたなどの限界をもっていた。
