Japanese: 藩部 - はんぶ

In China and the Qing dynasty, this refers to the feudal domains excluding the direct territories of China Honbu, the three provinces of northeastern China (formerly Manchuria), and Taiwan. In other words, it refers to the regions of Inner and Outer Mongolia, Xinjiang, Tibet, and Qinghai. These regions were incorporated into administrative organizations separate from the direct territories, and the Li-Fan Office, with a status and organization equivalent to the six departments (rikubu) of the direct territories, was established (1638) to manage affairs related to the feudal domains. The feudal domains were left to self-governance according to the region, and their rulers were treated as indigenous forces, while they were made to check each other and prevent horizontal cooperation between the indigenous forces in each region. However, apart from the Li-Fan Office, the central government dispatched and stationed generals, governors, and ministers in key locations, and military and diplomatic rights were always under the jurisdiction of the central government. Although this policy of "divide and rule" was followed in governing foreign ethnic groups, it is believed that there was also an aim to separate the feudal domains from the majority Han people, appease them, and make them oppose the Han people.

中国，清朝における，中国本部・中国東北（旧満州）三省・台湾の直轄地を除く，藩属地方をさす。すなわち，内外モンゴル・新疆・チベット・青海の諸地方をいう。これらの地域は直轄地とは別の行政組織に組み入れられ，直轄地における行政機関六部(りくぶ)とならぶ地位と組織を持つ理藩院を設け（1638年），藩部に関する事務を管掌させた。藩部においては地域に応じた自治体制にまかせ，その君長を在来勢力として遇する一方，相互に牽制させて各地在来勢力の横の連携は防止した。ただし，理藩院とは別に，要地には中央から将軍・都統・大臣などを派遣・駐在させ，軍事・外交権はあくまで中央政府が管轄した。異民族統治にあたっての〈分割して統治する〉という方針の踏襲ではあるが，一面で，藩部を多数派の漢族から切り離して彼らを懐柔し，漢族に対抗させるねらいもあったとみられる。
