Born August 19, 1870 in Camden, South Carolina.
[Died] June 20, 1965. New York. American politician and Treasurer. After graduating from the City University of New York in 1889, he made his fortune in stock trading on Wall Street. In 1916, he was appointed to the Advisory Committee of the Council of Defense, and during World War I he was chairman of the Committee on War Industries. After the Versailles Peace Conference, he served as economic advisor to the president for many years. In March 1946, he was selected as the U.S. representative to the United Nations Atomic Energy Commission, where he prepared a proposal for international atomic energy control, known as the Baruch Plan.
