Born January 29, 1895 in Boston [Died] February 17, 1971. New York American lawyer and diplomat. Received his Master of Laws from Harvard Law School in 1916. He practiced law in Boston from 1916 to 1917, and in New York from 1919. In 1933, he was appointed economic advisor to President F. Roosevelt as a member of his brain trust. He then handled foreign affairs during World War II as Under Secretary of State from 1938 to 1944. He was ambassador to Brazil from 1945 to 1946, and in 1961 was appointed special advisor on Latin American affairs to President J. Kennedy.
