1860‐1939 (Man'en 1‐Showa 14) A diplomat during the Meiji and Taisho periods. He was in charge of the final steps in the colonization of Korea. He was a samurai of the Aizu clan. After serving as consul in Incheon, Shanghai, and London, and as chief secretary at the Japanese legation in China, he acquired the skills of imperialist diplomacy, and in 1899 he became the Japanese envoy to Korea. He advocated a hard-line stance against Russia in order to eliminate Russian influence in Korea, and at the same time as the outbreak of the Russo-Japanese War, he pushed ahead with the colonization of Korea. A series of Japan-Korea treaties, including the Japan-Korea Protocol of 1904-5 and the First and Second Japan-Korea Treaties (Protection Treaties), were all concluded during his term of office.
