Gonsuke Hayashi

A diplomat during the Meiji and Taisho periods. He was in charge of the final steps in the colonization of Korea. He was a samurai of the Aizu clan. After serving as consul in Incheon, Shanghai, and London, and as chief secretary at the Japanese legation in China, he acquired the skills of imperialist diplomacy, and in 1899 he became the Japanese envoy to Korea. He advocated a hard-line stance against Russia in order to eliminate Russian influence in Korea, and at the same time as the outbreak of the Russo-Japanese War, he pushed ahead with the colonization of Korea. A series of Japan-Korea treaties, including the Japan-Korea Protocol of 1904-5 and the First and Second Japan-Korea Treaties (Protection Treaties), were all concluded during his term of office.

明治･大正期の外交官。朝鮮植民地化の仕上げ作業を担当した。会津藩士の出身。仁川，上海，ロンドンの各領事，駐清公使館の首席書記官等を経て帝国主義外交の手腕を身につけ，1899年駐韓公使となる。朝鮮に対するロシアの影響力を排除するために対露強硬論を唱え，日露開戦と同時に朝鮮植民地化工作をおし進めた。1904‐5年の日韓議定書，第1次･第2次日韓協約(日韓保護条約)など一連の日韓協約はすべて彼の在任中に結ばれた。
