Also read as "Houkabe." A local lord in medieval Tanba Province and a military commander in the Sengoku period. It is said that he was the development lord of Tanba Houkabe (present-day Sasayama-cho, Taki-gun, Hyogo Prefecture), one of the four territories of Gion Shrine. His first appearance in literature was as Shigeshi Moritsune, who appears in the Kanto Imperial Court document of 1221 (Jokyu 3), and thereafter the head of the family often used the surname "Mori." In a petition from Houkabe Nobumori in 1337 (Engen 2/Kenmu 4), it is written "as the development lord of Morisato, my ancestor Etchu-no-kami," but it is clear that the territorial title was donated to Gion Shrine after consultation with several tatoo. 〈ほうかべ〉とも読む。中世丹波国の土豪,戦国期の武将。祇園社領4ヵ保の一つであった丹波波々伯部保(現,兵庫県多紀郡篠山町)の開発領主と伝える。1221年(承久3)の関東御教書にみえる下司盛経が文献上の初見人物で,以後同氏の惣領は〈盛〉字を名のることが多い。1337年(延元2∥建武4)の波々伯部信盛の請文には,〈先祖越中守盛里開発領主として〉とあるが,同保は田堵数名が相談の上祇園社に寄進したことが明らかで,上の伝承には疑問がある。
