Takuzo Hanai

A legal scholar, lawyer and politician, he was born in Mihara in 1868 as the fourth son of Tachihara Shirouemon, a samurai of the Hiroshima domain, and was adopted into the Hanai family. After graduating from the British Law School (now Chuo University) in 1888 (Meiji 21), he passed the bar exam in 1890 and worked as a criminal lawyer in cases such as the assassination of Hoshi Toru, the Ashio Copper Mine dispute, and the High Treason Incident. He served as president of the Tokyo Bar Association, was elected to the House of Representatives in 1898, and also became its vice-speaker, and was later appointed by imperial decree to the House of Peers. During this time, he was active in the realization of universal suffrage, the revision of the Criminal Code and the Code of Criminal Procedure, and the establishment of the Jury Law. His books include "Soteironso" (1930-1931), a collection of arguments on important cases such as the Siemens scandal, "Keiho Zokuron" (1912), and "Self-Saving Rights Theory" (1917). He died of gas poisoning at his home in 1931.

法学者。弁護士、政治家でもあった。慶応(けいおう)4年広島藩士立原四郎右衛門の四男として三原に生まれ、花井家の養子となる。1888年(明治21)英吉利(イギリス)法律学校(現中央大学)を卒業後、1890年に代言人(弁護士)試験に合格し、星亨(ほしとおる)暗殺事件、足尾銅山争議、大逆事件などで刑事弁護士として活躍した。東京弁護士会会長を務め、1898年には衆議院議員に当選し、同院の副議長にもなり、その後、貴族院議員に勅選された。この間、普通選挙の実現をはじめ、刑法・刑事訴訟法の改正、陪審法制定などにおいて活躍した。著書として、シーメンス事件など重要事件の弁論を集めた『訟廷論草』(1930~1931)のほか、『刑法俗論』(1912)、『自救権論』(1917)などがある。昭和6年自宅でガス中毒により死亡した。
