A promoter of modern reforms in Tunisia. A former Mamluk (slave soldier) bureaucrat, he was appointed as a bey under the Hussein dynasty and played a major role in the modern reforms that took place between 1857 and 1864. From 1873 onwards, he held real power in national politics as prime minister and promoted modernisation policies such as tax reforms to repay foreign debt, as well as reforms to the legal and educational systems. However, these top-down reforms increased the burden on the people, and in 1877 he was ousted by the rise of the conservative faction, leading to the failure of the reforms. [Miyaji Kazuo]

チュニジアの近代的改革の推進者。マムルーク(奴隷軍人)出身の官僚で，フサイン朝のベイに登用され，1857年から64年にかけての近代的改革で大きな役割を果たした。73年以降宰相として国政の実権を握り，外債償還のための税制改革，法制や学制の改革などの近代化政策を進めたが，こうした上からの改革が国民の負担を強め，77年には守旧派の台頭により失脚，改革も挫折した。【宮治一雄】
