1820‐90 A promoter of modern reforms in Tunisia. A former Mamluk (slave soldier) bureaucrat, he was appointed as a bey under the Hussein dynasty and played a major role in the modern reforms that took place between 1857 and 1864. From 1873 onwards, he held real power in national politics as prime minister and promoted modernisation policies such as tax reforms to repay foreign debt, as well as reforms to the legal and educational systems. However, these top-down reforms increased the burden on the people, and in 1877 he was ousted by the rise of the conservative faction, leading to the failure of the reforms.
