A municipal district in the central part of Hulunbuir city, Inner Mongolia Autonomous Region, China. It is located at an altitude of 677 meters at the confluence of the Hailar River and the Yimin River. It has a population of 280,382 (2015). It has a continental grassland climate with a low of -49°C and a high of 40°C, an average temperature of 20.9°C in July, and an annual precipitation of 325 mm. It produces many sheep, cattle, and horses. There are many factories producing dairy products, meat processing, fur, and woolen fabrics in the district. It is connected to the Binzhou Line, has Hulunbuir Dongshan Airport, and is the seat of the government of Hulunbuir city and the economic center of the city. In the Yuan Dynasty, it was written as Hailar, and after the end of the Qing Dynasty, it was in turmoil due to Russian occupation and the Mongolian demand for autonomy.
