[Definition of agricultural policy]
The most orthodox definition of agricultural policy is that it is one of the economic policies or industrial policies implemented by the state or central government targeting the agricultural industry. For example, the Food Control Law enacted in Japan in 1942 was an economic policy that targeted the agricultural sector, in which the state controlled and managed the entire process of production, distribution, and consumption of food, mainly rice, and adjusted supply and demand and prices. Therefore, the Ministry of Agriculture, Forestry and Fisheries (Food Agency), which is directly responsible for this policy, plays the role of the Ministry of Industry in the agricultural sector.

農業政策の最もオーソドックスな定義は，農業という産業部門を対象として，国家＝中央政府が行う経済政策＝産業政策の一つ，というものである。たとえば，日本で1942年に制定された食糧管理法は，農業部門を対象として，米を中心とした食糧の生産・流通・消費の全過程にわたって，国家が統制と管理を行い，需給と価格の調整を行う経済政策であったということができる。したがって，この政策を直接に担当する農林水産省（食糧庁）は農業部門における産業省の役割をもっていることになる。
