An extra-official government system established during the Nara period. Naiju, pronounced "saisawaraha," is a ministry that developed from the Naijusho (Shukosho), which served as a messenger for general duties under the orders of the emperor in the imperial court. It was established in July 767 (Jingo Keiun 1) and abolished in February 772 (Hōki 3). Its staff consisted of one shogi lord, one dai and shoyu, two dai and shojo, one dairoku, and three soroku. It is unclear which ryōshi (official office) were in charge of the ministry, but it included naiju and toneri (stool workers). It is unclear what their duties were, but it is believed that they conveyed imperial orders from Emperor Shōtoku, controlled the ladies-in-waiting in the harem, and were responsible for guarding the inner court. 奈良時代に設置された令外の官制。内豎は〈さいさわらは〉と訓じ,宮中にあって,天皇の命をうけ雑務雑使を務めた内豎所(豎子所)が発展した省で,767年(神護景雲1)7月に設置され,772年(宝亀3)2月廃止された。職員は卿,大・少輔各1名,大・少丞各2名,大録1名,少録3名で,管下の寮司は未詳であるが,内豎,舎人(とねり)が配置されていた。職掌は明らかでないが,称徳天皇の勅命を伝達し,後宮の女官諸司を統轄し,内廷の警護に当たるものであったと思われる。
